VIDEO: Finance Commissioner Implicated in ICAN Exam Fraud as Man Caught Writing for Access Bank Manager.

An exclusive video obtained by Dee Dee has revealed a case of examination fraud involving a senior banking official in Taraba State.
The footage shows a man named Abraham Moses, who was caught taking the Institute of Chartered Accountants of Nigeria (ICAN) examination on behalf of Mr. Martins Emmanuel, the manager of an Access Bank branch in Taraba State.
In the video, an exam supervisor questions Moses, who openly admits to impersonating Emmanuel during the professional exam. When asked why he was at the venue, Moses replied, “I am here to write an ICAN exam for Mr. Martins Emmanuel.”
Under further questioning, he disclosed that he lives near the Catholic Cathedral at Mile Six in Jalingo and provided his phone number. The supervisor reminded him that impersonating a candidate in such an examination is a criminal offense. Moses acknowledged he was aware of this but stated he agreed to participate after being contacted by a man named Joshua, whom he identified as a staff member at a Nigerian British School.
During the exchange, Moses revealed that he had already sat for four exam papers on behalf of other candidates before being caught, and he confirmed that this was his first time taking the exam for Emmanuel.
“Repeat the name of the person again,” the supervisor asked. “Mr. Martins Emmanuel,” Moses confirmed.
A source familiar with the situation later confirmed that Martins Emmanuel is indeed a manager at Access Bank in Taraba State. However, attempts to reach Kunle Aderinokun, Head of Media and Public Relations at Access Corporation, for comment were unsuccessful.
This incident raises further concerns about the integrity of professional certification processes in Nigeria, particularly following another scandal involving Sarah Enoch Adi, the Taraba State Commissioner of Finance, Budget, and Economic Planning, who was similarly exposed in an exclusive video for hiring a proxy to take her ICAN exam.
