NECO @ 25: Celebrating Excellence in Quality Assessment and Certification in Nigeria Under the Leadership of Its Registrar and CEO, Professor Dantani Ibrahim Wushishi.

The National Examinations Council (NECO) was established in April 1999 by the Federal Government of Nigeria during the administration of former Head of State, General Abdulsalami Alhaji Abubakar (retired). The Council was created to conduct the Senior School Certificate Examination (SSCE) and other national examinations, thereby reducing the heavy burden previously conducted solely by the West African Examinations Council (WAEC).
Twenty-five years after its establishment, NECO has grown into one of Nigeria’s foremost examination bodies, earning national and international recognition for its commitment to credible, transparent, and accessible assessment and certification.
Since its inception, more than 35 million candidates have participated in NECO examinations, reflecting the Council’s significant contribution to the nation’s educational development.
As NECO marks its Silver Jubilee, attention naturally turns to the remarkable transformation witnessed under the leadership of its current Registrar and Chief Executive, Professor Dantani Ibrahim Wushishi.
Widely regarded as a visionary administrator and transformational leader, Professor Wushishi has brought renewed energy, innovation, and professionalism to the Council.
His leadership style is characterized by humility, inclusiveness, transparency, and teamwork. Those who have interacted with him describe him as a calm, approachable, and disciplined administrator who believes in delegating responsibilities, empowering staff, monitoring performance, and ensuring accountability at every level of the organization.
The twenty-fifth anniversary of NECO is not merely a celebration of the Council’s longevity but also an opportunity to reflect on its remarkable journey of growth, resilience, and institutional development. Like a young adult reaching maturity, NECO has evolved into a stronger, wiser, and more dependable institution, providing millions of Nigerian students with credible educational certification.
The emergence of Professor Wushishi on 12th July, 2021 as the 9th Registrar has further strengthened public confidence in the Council. His administration has continued to reposition NECO through strategic reforms, improved service delivery, and the adoption of modern technology. His commitment to excellence has enhanced the Council’s reputation both within Nigeria and beyond its borders.
NECO’s mission is to deliver examinations whose results are trusted worldwide for their credibility, while its vision is to become a leading player in the global assessment industry.
Guided by its core values of integrity, professionalism, innovation, accountability, and service, the Council continues to redefine the future of Nigerian children through quality assessment and certification.
In fulfilling its statutory mandate, NECO conducts several key national examinations, including the National Common Entrance Examination (NCEE), the Basic Education Certificate Examination (BECE), the Senior School Certificate Examination (SSCE) for both internal and external candidates, and the National Gifted Examination (NGE). These examinations have continued to provide reliable pathways for academic advancement across the country.
The Federal Government’s decision to migrate public examinations to Computer-Based Testing (CBT) represents another significant milestone in Nigeria’s educational reform agenda. The initiative is designed to improve transparency, strengthen examination security, enhance real-time monitoring, and significantly reduce examination malpractice.
It is worthy of note that under Professor Wushishi’s leadership, NECO has embraced this digital transformation with remarkable success. The Council has invested in technology-driven examination processes and continues to modernize its operations in line with international best practices. Â These reforms have already contributed significantly to reducing examination malpractice and improving public confidence in the integrity of NECO examinations.
The Honourable Minister of Education, Dr. Tunji Alausa, while speaking during NECO’s 25th Anniversary celebration in Abuja, described the Council’s journey over the past twenty-five years as pivotal to Nigeria’s educational development.
According to the Minister, NECO has strengthened accountability, expanded access to quality examinations, and restored public confidence in national certification through consistent reforms and improved service delivery.
As NECO celebrates twenty-five years of excellence, the achievements recorded under Professor Dantani Ibrahim Wushishi’s administration demonstrate that visionary leadership, strategic planning, and unwavering commitment can transform institutions and inspire public confidence.
TRIBUTE TO PAST REGISTRARS:
The remarkable progress recorded by NECO over the past twenty-five years is also attributable to the contributions of its previous Registrars, who laid the foundation upon which the present administration continues to build.
Professor Dibu Ojerinde served as the pioneer Registrar of the Council from 1999 to 2007, providing the institutional framework for NECO’s operations during its formative years.
He was succeeded by other distinguished administrators, including
Professor Promise Okpalla, Professor Monday Tommy Joshua, Professor Abdul Rashid Garba, Professor Charles Uwakwe, Mr. Abubakar Gana on acting capacity, Professor Godswill Obioma, Mr.Ebikibina John Ogborodi. who served in an acting capacity also before the appointment of Professor Dantani Ibrahim Wushishi as substantive Registrar and Chief Executive to date.
Each administration faced unique challenges and made valuable contributions to the growth and development of the Council. Their collective efforts helped shape NECO into the respected national examination body it is today.
PROFESSOR WUSHISHI’S LEADERSHIP AND ACHIEVEMENTS:
Since assuming office as Registrar and Chief Executive of the National Examinations Council (NECO), Professor Dantani Ibrahim Wushishi has implemented far-reaching reforms that have repositioned the Council as one of Africa’s leading examination bodies. His administration has been defined by innovation, transparency, accountability, and an unwavering commitment to institutional excellence.
One of the most significant achievements recorded under his leadership is the successful digital transformation of NECO’s operations. The introduction of improved online registration systems, internet-based result processing, and the gradual migration to Computer-Based Testing (CBT) has modernised the Council’s examination processes. These reforms have enhanced efficiency, reduced delays, strengthened examination security, and significantly curtailed examination malpractice.
Professor Wushishi has also prioritised the timely conduct of examinations and the prompt release of results. Under his administration, candidates for the Senior School Certificate Examination (Internal and External), the Basic Education Certificate Examination (BECE), and the National Common Entrance Examination (NCEE) have consistently received their results within reasonable timeframes, further strengthening public confidence in the Council.
Beyond examination administration, the current leadership has invested substantially in institutional development. Modern Optical Mark Recognition (OMR) scanners have been procured to improve result processing, while new computer systems and other digital infrastructure have been deployed across NECO offices nationwide. The Council has also expanded its e-library facilities and acquired operational vehicles to improve logistics and service delivery.
Professor Wushishi has equally demonstrated a strong commitment to staff welfare and organisational growth. Regular promotion exercises, continuous staff development programmes, and improved working conditions have contributed to higher productivity and stronger teamwork within the organisation. In addition, government intervention funds secured under his leadership have enabled the prompt payment of examiners and ad hoc personnel engaged during examination exercises.
Another landmark achievement of the current administration is the expansion of NECO’s international presence. The Council now conducts examinations for Nigerian students in several countries, reflecting growing international confidence in the credibility of its certificates. This expansion has made NECO examinations more accessible to Nigerians in the diaspora and has strengthened the Council’s global reputation.
Today, NECO examinations are conducted in countries including the United Kingdom, Saudi Arabia, Benin Republic, Togo, Côte d’Ivoire, Equatorial Guinea, Niger Republic, and Gabon. The Council continues to explore opportunities for further international expansion in line with its vision of becoming a globally recognised assessment body.
These milestones have significantly enhanced NECO’s image as a world-class examination institution dedicated to quality assessment, transparency, and educational excellence.
OVERCOMING EARLY CHALLENGES:
Like many public institutions, NECO faced several challenges during its formative years. These included limited public confidence, infrastructural deficiencies, operational constraints, and concerns regarding examination credibility.
However, through sustained reforms, stronger quality assurance mechanisms, improved security measures, and transparent administrative processes, the Council has successfully overcome many of these obstacles. Under Professor Wushishi’s leadership, NECO has continued to strengthen its institutional capacity while maintaining high standards in examination administration.
The Council’s growing credibility has earned it increasing acceptance among universities, employers, professional institutions, and educational stakeholders both within Nigeria and internationally.
PROFILE OF PROFESSOR DANTANI IBRAHIM WUSHISHI
Professor Dantani Ibrahim Wushishi is an accomplished educationist, administrator, and public servant whose career has been defined by diligence, integrity, and an unwavering commitment to educational development. A native of Wushishi Local Government Area of Niger State, he was born on 5 April 1965.
Before his appointment as Registrar and Chief Executive of the National Examinations Council (NECO), Professor Wushishi distinguished himself in academia and educational administration, earning widespread respect for his professionalism, discipline, and leadership. His wealth of experience has continued to guide the Council through a period of remarkable growth and institutional transformation.
As the first indigenous Registrar and Chief Executive Officer of NECO from Niger State, his appointment has been a source of pride for the people of the state and a testament to his years of dedicated service in the education sector.
Throughout his first tenure, Professor Wushishi has remained committed to strengthening the credibility of public examinations through innovation, transparency, and continuous improvement. His administration has embraced technology-driven reforms while ensuring that examination processes remain fair, secure, and accessible to all candidates.
His leadership qualities—humility, integrity, accountability, calmness, empathy, fairness, and inclusiveness—have earned him the respect of staff, stakeholders, government officials, and members of the public. Professor Wushishi has also received several honours and awards in recognition of his outstanding contributions to educational development and public service. These include recognition for excellence in educational administration and the promotion of technology-driven reforms in Nigeria’s education sector. He has equally been conferred with traditional titles by various communities in appreciation of his service to humanity.
His dedication to excellence reflects the timeless saying: “To avoid criticism, do nothing, say nothing, and be nothing.” Through purposeful leadership and unwavering commitment, he has continued to demonstrate that meaningful reforms are possible when driven by vision, discipline, and service.
APPRECIATION OF STAKEHOLDERS
The achievements recorded by NECO over the past twenty-five years have been made possible through the collective efforts of successive administrations, members of the Governing Board, management, staff, examiners, ad hoc personnel, and other critical stakeholders.
Special recognition is due to the Governing Board under the leadership of Professor Modupe Adelabu, whose strategic guidance and policy direction have continued to support the Council’s developmental aspirations. Equally commendable are the contributions of the management team, departmental and unit heads, staff members, examination officials, and development partners whose dedication has strengthened the institution.
The support of the Federal Government, the Federal Ministry of Education, state governments, schools, parents, candidates, and the general public has also played a vital role in sustaining NECO’s reputation as a credible national examination body.
LOOKING FORWARD:
As NECO enters its next phase of development, expectations remain high. The continued deployment of digital technology, expansion of Computer-Based Testing, strengthening of examination security, and wider international recognition of NECO certificates will undoubtedly shape the Council’s future.
With sustained investment in innovation, staff development, and quality assurance, NECO is well positioned to consolidate its achievements and remain a leading examination and assessment body in Africa. While the Council’s commitment to credible examinations, prompt release of results, and improved service delivery will continue to inspire confidence among candidates, educational institutions, employers, and stakeholders across the globe.

in 1999 to its present status as a respected examination body, the Council has made significant contributions to Nigeria’s educational development.
