AGF TASKS IPPIS STAKEHOLDERS ON REFORMS FOR IMPROVED SERVICE DELIVERY

AGF TASKS IPPIS STAKEHOLDERS ON REFORMS FOR IMPROVED SERVICE DELIVERY

The Accountant-General of the Federation (AGF), Dr. Shamseldeen Babatunde Ogunjimi, has called on stakeholders to review the implementation of the Integrated Personnel and Payroll Information System (IPPIS) and develop strategies to enhance efficiency, transparency, and accountability in public payroll management.

In a statement issued by Bawa Mokwa, Director of Press and Public Relations, the Office of the Accountant-General of the Federation (OAGF) stated that Dr. Ogunjimi made the call during the opening of a three-day retreat on IPPIS implementation, recently held at Bolingo Hotels in Abuja. The retreat aims to deepen stakeholders’ understanding of the platform.

The AGF highlighted that the retreat provides a strategic platform for participants to evaluate IPPIS deployment and devise measures to improve the system’s effectiveness, transparency, and accountability.

He noted that the retreat’s agenda includes reviewing the strengths, weaknesses, opportunities, and threats (SWOT) related to IPPIS and fostering greater collaboration among stakeholders.

“While significant progress has been achieved, we are also aware of challenges faced during implementation, including gaps among users,” Ogunjimi stated.

He further explained that the initiative aligns with IPPIS’s core objectives, particularly the centralization of federal personnel records and the enhancement of administrative and pension processes.

Dr. Ogunjimi urged participants to leverage the retreat to help make IPPIS a model payroll system for Nigeria’s public service.

In his opening remarks, the Minister of Finance and Coordinating Minister of the Economy, Mr. Taiwo Oyedele, described the retreat as timely and essential, providing a key platform for reflection, evaluation, and continuous improvement.

Oyedele emphasized that IPPIS has been instrumental in reducing leakages and ghost worker cases, improving data integrity, and strengthening fiscal discipline.

He reaffirmed the Federal Government’s commitment to advancing public financial management reforms through digital transformation and transparency.

Additionally, the Head of the Civil Service of the Federation, Dr. Didi Esther Walson-Jack, described the retreat as more than a technical meeting, underscoring its strategic importance in connecting human resource data integrity with payroll accuracy.

HOCCSF stated that under President Bola Ahmed Tinubu’s Renewed Hope Agenda, the Civil Service is undergoing a transformation focused on efficiency, productivity, transparency, digitalization, performance, and staff welfare. IPPIS plays a central role in this transformation, as no modern civil service can operate effectively without accurate personnel data and reliable payroll systems.

“Every officer involved in IPPIS must recognize the responsibility they carry. You are not only processing data but safeguarding public funds, maintaining government record integrity, supporting civil servants’ welfare, and contributing to national reforms,” he added.

She underscored that, as reform strategies are implemented, the goal is to develop a fully integrated personnel management system that supports the entire employee lifecycle, from recruitment to retirement.

This objective requires stronger collaboration, prompt data updates, clear procedures, and shared ownership across all institutions within the IPPIS ecosystem.

Participants are encouraged to actively engage, share honest experiences, identify challenges, propose solutions confidently, and ensure discussions lead to practical, measurable, and actionable outcomes.

The retreat reaffirms the Federal Government’s ongoing commitment to leveraging technology-driven reforms to promote transparency, accountability, and efficiency in public service delivery.
