Governor Bago Presents Over N1.03 Trillion Appropriation Bill to the State Assembly

By Yahaya Zakka, Minna

Niger State Governor Mohammed Umaru Bago has presented a budget exceeding N1.03 trillion as the 2026 appropriation bill to the State Assembly.

Known as the “Budget of Consolidation,” the estimate was presented by the Governor at the chamber of the State House of Assembly in Minna.

More than N270 billion (26.19%) is allocated for recurrent expenditure, while capital expenditure exceeds N761 billion, making up 73.81% of the total.

Governor Umaru Bago said the budget will be financed through revenue from statutory allocation, value-added tax (VAT), internally generated revenue, other FAAC receipts, capital receipts, grants, and loans. It aims to build on previous gains while addressing current pressing needs, especially as the state navigates the challenges of a rapidly changing global economy.

Regarding the sectoral breakdown, the governor noted that the economic sector received the highest allocation, over N510 billion, while the transportation sector received the lowest, over N1 billion.

He stated that in the 2026 fiscal year, government interventions will focus on strategic priority areas such as wealth and job creation, agricultural transformation, strengthening the health sector, consolidating road infrastructure, and completing inherited water and electricity projects.

Other focus areas include improvements in education, boosting internal revenue generation, strict adherence to due process, digital transformation of state-owned media, strengthening peace and security, and fostering development partnerships.

“The 2026 Budget is anchored on fiscal discipline, strategic investment, and targeted interventions aimed at expanding economic opportunities for our citizens. Also, the budget is geared towards completing all ongoing infrastructure development across the state.

The 2026 budget reflects the trust our citizens have placed in us and builds on our past achievements while addressing today’s pressing needs. Despite inflationary pressures and fluctuating revenues, our administration has managed resources prudently, pursued growth-oriented policies, and delivered tangible results over the last two years.

The proposal is based on fiscal discipline, strategic investment, and targeted interventions. The 2026 Budget seeks to expand opportunities and improve the quality of life for all our citizens. Before outlining this budget, I would like to briefly highlight the performance and achievements of the 2025 budget, in line with our commitment to transparency and accountability.”

He expressed appreciation for the partnership and patriotism of the Speaker and other members of the 10th State House of Assembly in developing Niger State, noting that their support has strengthened governance, accelerated service delivery, and reinforced citizens’ confidence in democratic processes.

The governor then urged the State Assembly to promptly consider and pass the 2026 appropriation bill for the overall benefit of the state.

He also called on the people of the state to support his administration in building a secure, green, and prosperous Niger, working together to overcome challenges, harness opportunities, and leave a legacy of hope for future generations.

In his remarks, the Speaker of the Niger State House of Assembly, Abdulmalik Sarkin Daji, highlighted the positive relationship between the executive and legislature, emphasizing that his respect for the legislature, regular consultations, and dedication to constitutional governance have fostered an environment ripe for development.

He assured that the budget would be passed swiftly, pledging ongoing support from the House to strengthen governance, institutions, and promote development.
