Niger Ministry of Lands to Introduce Land Use Charge and Upgrade GIS

As part of efforts to consolidate all property and land-based rates in accordance with the State Revenue Harmonisation Law, the Niger State Government has finalized plans to introduce a land use charge aimed at enhancing effective and efficient land administration.

In a recent statement, the Commissioner of Lands and Survey, Barrister Maurice Bello Magaji, announced that the policy, which has already been implemented in other states, was long overdue for Niger State.

Barrister Maurice explained that the land use charge aligns with international best practices and the Revenue Harmonisation Law. This law has been enacted to improve the State’s Internally Generated Revenue (IGR) for better provision of social amenities.

He emphasized that the administration of Governor Muhammad Umar Bago is committed to realizing its New Niger Agenda, which necessitates harnessing various revenue potentials, land included.

“Revenue has not been fairly increased in Niger State for several years, and we cannot solely depend on federal allocations. The Land Use Act states that payments are made based on ground rent,” the Commissioner noted.

He stressed the importance of a partnership between the government and its citizens, stating, “A system works best when there is a mutual relationship; the government provides amenities, and in return, citizens fulfill their civic responsibilities by paying taxes.”

Barrister Maurice further explained that the land use charge will be based on assessments of land properties, considering factors like location, purpose, and type. He mentioned that certain properties, including places of worship, old people’s homes, correctional facilities, Emir’s palaces, and residences of senior citizens, will be exempt from these charges.

Additionally, Barrister Maurice Bello Magaji announced that Governor Muhammad Umar Bago has approved the upgrade of the Geographical Information System (GIS).

Highlighting the benefits of the GIS program to the state, the Commissioner noted that the upgrade will enable the government to identify areas of interest, particularly agricultural lands, and generate data for planning purposes, including house numbering.

He underscored the critical role technology plays in land administration, stating that an upgraded GIS will streamline the land acquisition process, improve data accuracy, and facilitate better management of land resources across the state.
