KERC Moves to Decentralize Power Supply

The Kogi State Electricity Regulatory Commission (KERC) has introduced new regulations for mini-grid power generation and distribution. This initiative aims to improve electricity access for underserved and unserved areas throughout the state.

This announcement was made during a working visit by the Special Adviser on Media to the Governor of Kogi State, Hon. Ismaila Isah, to the KERC headquarters in Lokoja. 

He was received by the Commission’s leadership, including its Chairman and Chief Executive Officer, Engr. Ibrahim Abdwaaris.

Engr. Abdwaaris explained that these mini-grid regulations are part of KERC’s efforts to decentralize electricity supply and attract investments into the state’s electricity market. According to him, the new regulations provide a seamless licensing process for operators looking to generate up to one megawatt of power for local use.

Since assuming full control of electricity market regulation in Kogi State from the Nigerian Electricity Regulatory Commission (NERC) in March 2025, KERC has prioritized customer-focused policies to address the power gap in rural and underserved communities.

“Under the new regulations, the licensing process is simplified, the charges are minimal, and the environment is investor-friendly. Our goal is to expand access to power and reduce overreliance on the national grid,” he stated.

Engr. Abdwaaris also noted that KERC had previously granted a six-month interim license to Kogi Electricity Distribution Limited (KEDL), a subsidiary of the Abuja Electricity Distribution Company (AEDC), free of charge. This move was intended to build confidence and enhance service delivery under the new regulatory framework.

He highlighted that the Commission has improved customer service standards significantly, resolving most complaints from energy consumers within a billing cycle. 

He added that the customers’ forum is one of the most robust and responsive consumer interface platforms in the sector.

Additionally, he pointed out the establishment of special courts to combat electricity theft, which has greatly boosted investor confidence in the state’s electricity market.

The KERC chairman commended Governor Ahmed Usman Ododo’s administration for bringing together qualified industry experts to oversee the implementation and management of the electricity regulation framework, which has set a benchmark in the country.

In his remarks, Hon. Ismaila Isah praised the Commission for its proactive initiatives and assured them of Governor Ododo’s ongoing support in promoting policies that enhance efficiency and accountability in managing the electricity regulatory framework, thereby improving energy access for the people of the state.

He described the new mini-grid policy as a positive development, especially in a state where many communities and residents may lack adequate coverage by the national grid system.

“The Ododo administration is dedicated to fostering an enabling environment for innovation in the energy sector. This regulation reflects the Governor’s vision of ensuring that every citizen of Kogi State has access to affordable and reliable electricity,” he said.
