Niger State Government Submits Comprehensive Constitution Review Memoranda to House Committee

Niger State Government Submits Comprehensive Constitution Review Memoranda to House Committee.

The Niger State Government has officially submitted a joint memorandum encapsulating the collective views, aspirations, and recommendations of both the Government and the citizens of the state to the House Committee tasked with reviewing the Constitution of the Federal Republic of Nigeria, 1999 (as amended).

During a public hearing held in Minna, which focused on the North Central Zone and included representatives from Niger, Kwara, and Kogi States, the presentation was made by Nasiru Mu’azu, the Niger State Attorney General and Commissioner for Justice. 

Mu’azu highlighted that the memorandum addresses critical areas including restructuring, devolution of powers, state policing, fiscal federalism, local government autonomy, and the electoral process.

 He emphasized that these recommendations were developed following extensive consultations and engagement with various stakeholders throughout the state.

Additionally, the Commissioner for Justice advocated for the creation of new local government areas within Niger State and expressed hope that the proposals will receive careful consideration from the Committee.

Prof. Kathleen Okafor, a Consultant for the House Committee, presented a summarized compendium of bills categorized into thematic areas such as electoral reform, judicial reform, legislative reform, physical reform, inclusive governance, and security and policing. 

She also noted the importance of strengthening institutions and addressing issues related to rural communities, traditional institutions, citizenship and indigeneity, as well as fundamental rights.

Furthermore, Alh Yahaya Abubakar, the Etsu Nupe and Chairman of the Niger State Council of Traditional Rulers, submitted a memo on behalf of the National Council of Traditional Rulers, advocating for defined roles for traditional leaders in matters related to religion, culture, security, and justice.

Proposals were also presented for the establishment of Edu State—encompassing Bida, Lapai, and Agaie Emirates—alongside Kainji State, which would include Borgu and Kontagora Emirates from the current Niger State and Zuru Emirate from Kebbi State. These presentations were made by Engr. Yabagi Yusuf Sani and Amb. Ahmed Musa Ibeto, respectively.

Representatives from Kogi and Kwara States submitted their own memoranda calling for the creation of Okun, Okura, and Efesowofo States, further highlighting the regional aspirations driven by local communities.

The House Committee has received contributions from various groups, including women’s organizations, labor unions, and youth associations, ensuring a broad spectrum of input for the ongoing constitutional review process.

Abubakar   The Commander, Corps of Artillery, Major General Zakari Abubakar, has declared that there is no longer a safe haven for criminal elements operating in Kontagora and its environs.  General Abubakar made this known during a field demonstration involving the test-firing of artillery guns held at the Nigerian Army Military Training Center (NAMTA) in Kontagora.  The test-firing is aimed at sending a strong message to criminal groups that the area is fully secured and under military watch.   He urged troops to remain vigilant, professional, and proactive in their duties, emphasizing the need to deny miscreants any opportunity to disrupt peace and security in the region.  The Commander also called on residents to support security agencies by providing timely and credible information that could aid ongoing operations to rid the area of insecurity.   According to him, sustainable development can only thrive in an atmosphere of peace. “Peace is the foundation of every meaningful development. We all have a responsibility to promote and sustain it,” he stated.  General Abubakar further appealed to religious leaders to continue preaching messages of peace to their congregations, stressing that peace is a universal language that must be upheld by all.  He also extended a call to all aggrieved individuals or groups to lay down their arms, embrace peace, and reintegrate into society as responsible citizens committed to the progress and development of Kontagora.
