Niger State Governor Umaru Bago Enacts Five Transformative Bills to Enhance State Services

By Yahaya Zakka, Minna

In a significant move to bolster Niger State’s governance, Governor Mohammed Umaru Bago has officially enacted five pivotal bills aimed at advancing the state’s justice system, education, healthcare, water management, and transportation sectors.

During a recent press briefing at the Government House, the Commissioner for Justice, Barr. Nasiru Mua’zu, alongside Permanent Secretary of the Ministry, Hajiya Mairo Mohammed Mann, announced the enactment of these key legislations.

Among the newly signed bills is a law establishing the Penal Code for the state, designed to address and penalize various crimes, in line with the administration of criminal justice principles.

This innovative statute is expected to enhance legal frameworks and practices within Niger State.

Additionally, the governor repealed the Niger State College of Education Law, 2011, and replaced it with the re-enactment of the Niger State College of Education, renaming it to Dr. Umaru Sanda Ahmadu College of Education, Minna.

This change reflects a renewed commitment to educational excellence in the State.

Further enhancing public health services, a law was also signed to create an agency responsible for the registration and regulation of private health facilities within the state. This measure aims to ensure higher standards of care and safety for residents.

Moreover, two more noteworthy laws were enacted: one establishing the Niger State Water User Association, 2025, to oversee and ensure the safety of water sources, and another creating the Niger State Rail-Line Corporation, 2025, which is expected to contribute to improving transportation infrastructure in the state.

Commissioner Mua’zu emphasized that these legislative actions underscore Governor Bago’s dedication to uplifting the quality of life for residents of Niger State.

He expressed hope that all stakeholders will embrace the new laws for their positive impact on the community’s development.
